Ok so this is is a fluff list that I am trying to make competitive. Basically, the IG realises its taking way too many casualites as is way to reliant on the Space Marines for tactical warfare. In response to this, they come up with a new combat doctrine taht relies on specialization and putting the right amount of force in the right place rather than overwhelming volley of fire and attrition. Part of the idea is that each unit in the list has i speciifc purpose and nothing else dupilcates that purpose totally, there can be some over lap but no copy and paste of the same unit with the same weapons over and over). Also, trying to keep the point cost as small as possible. So here it goes.

I don't know what kind of help to offer you on the list, it seems... Different but solid.
But from a fluff standpoint, if the Impy guard ever realized that they shouldn't just risk human life Willy nilly, I would think there would be more of a shift to extreme range weapons like artillery and Orbital bombardments, not special forces scalpel teams. Too dangerous. Too much investment. If one guy on a team dies, the team is then pretty much neutralized, however, every arty shell you drop on your enemies heads is an investment that's being used to its full potential. They would still be "the hammer of the emperor" grinding their opposition into dust with massed long range explosive and caustic firepower, then just roll into town in Russes and Chimeras and mop up the survivors.
some regiments have already adopted this doctrine, not because they care about their soldiers but because the conditions of a campaign demanded it and the commanders then realized it was an effective tactic that they could reproduce in any battle.
If I was sitting at a computer instead of on my phone at work, I'd look up examples. Just food for thought

The problem with trying to make a "competitive fluff" army is that the two rarely mesh together. You either end up with a fluffy army that looks and sounds great from whatever story/army standpoint you'd like to come across, but the army composition suffers, or the army list comes together nicely, but the fluff then either needs to be adjusted to make your choices fit or ends up not making any sense at all.
In your case, I'd say you've got a decent idea for an IG regiment that values survivability and using elite units, but the army list, in the end, has 20 guardsmen with no transports or any sort of defenses. Even at 750 points, you're gonna be hard-pressed to take and hold objectives or capture bases, etc.
For your fluff idea, I'd consider your regiment to be somewhat like the Tanith First and Only, (of the Gaunt's Ghosts books) and you could probably stand to put some Forward Sentries doctrines on your vets. Harker could even be a "counts as" Trooper Bragg, who was a huge Tanith trooper who fought with an Autocannon.
In the end, I'd probably run something along the lines of this, at 1k points:

the bastonne squad has a chimera and the vendetta still has transport capabilities along with its at goodness. But yes, this list is very light on scoring units. speaking of which... rules question... the psyker squad counts as a scoring unit correct?
the game plan i had with this list is that you infilitrate harkers unit into a building if there is one, if not the best cover available which should keep your oppenent busy for at least a couple of turns trying to get them out of it. using the bastone squad to clear meq or teq while the vendetta picks off armor, transports and then hq/champions whatever, in that order while the psykers clear horde units. Basically having astropath, master of the fleet and moo really helps you control the flow of the battle to your favor. hydras are obviously for anit-flying/skimmers/transports and then crowd control.

Why would the psykers be scoring? They are elites not troops. Unless something makes them scoring which there is not in the IG codex then they cannot.

thought maybe because they were infantry they might sneak in there. i never use elites as ig so i was unclear about it.

Nope, its just like all other codex's if its in the troops section then it probably scores. If its in any other section it probably needs something or someone else to make it scoring. Like with space marines. you take pedro and now your sternguard are scoring.
So the answer is no.
