How many do you think is needed to be effective? Assuming standard council with 2 Farseers and the Baron. 1750/1850 points.
The Frontline Gaming guide for the council suggests 8 as a minimum. http://www.frontlinegaming.org/2013/08/29/tactica-eldar-seer-council-on-jetbikes/
But how many do YOU think is needed to be most efficient? Can you get by with 6 maybe? Or do you need the max of 10?

I tried with 6 and sometimes had problems getting the powers i needed.
8-10 really lowers the chances of you not getting 'protect'. It also gives you more attacks -- which is always a good thing.

I think it heavily depends on how much you expect them to do and how well you support the unit. For example:
2x Bikeseers
6x Warlocks
is only 530 points. That army can be supported by 5 Serpents with Avengers, a Wraithknight, and a Skyshield at 1850. While it is really nice to have hit and run on the Seer Council, it isn't too difficult to find points for the Baron or Tau Commander+min troop. It all depends on what you expect.
Overall, the relative cheapness of the unit is just one of many reasons it is OP.

You definitely don't need 10, but I would say 6 is a absolute lowest I would want to go with them. 530 pts isn't cheap by any means lol, thats at least 2 full squads for most armies (ie its 2 WKs or Serpents). At that size your damage output just falls away to nothing with a couple of unlucky rolls (i.e you don't get Fortune and fail a couple of saves). Also the smaller the Council the less benefit you are getting out of all the buff combos (and the less chance you get them in the first place), when it gets smaller it can't do as much and is less efficient to the point you might just be better taking something else to do the same job (WK to block, Spiders/Serpents/Walker for damage output etc). 8-9 is probably a good compromise, I usually start my lists with 10, but usually end up triming 1-2 out to fit in an extra unit of Jetbikes or an Aegis/Bastion etc.

Its better to take 2 Jetseer and add the Baron for some buffs.
