I am starting a chaos daemons army and I was wondering if this list would do alright vs most armies. I am on a budget so I came up with this list which is kinda cheap.

The Slaanesh DP rolls Biomancy, he hides in terrain with Be'lakor's Invisibility and uses Iron Arm to make his lash S7-9. He will also cast endurance on Be'Lakor(if he gets it obviously). Fateweaver gets hit by the grimoire and Be'Lakor is uses Invisibility and puppet master. Once the major threats to the DPs are gone from the vector strikes, baleflamer, and the Lash, the DP and Be'Lakor will start assaulting. The idea is to throw 4 very resilient flying threats at the enemy to cause as much damage as they can while my troops hold their objectives and blast anyone who comes near. One thing I am wondering about is whether I should trade the Slaanesh DP for a LoC. Any help is appreciated, thanks!

I like slaanesh DP, the list is solid. I would prefer plague bearers instead of horrors. Apart from that it's good.
My main problem is that the prince with the grimoire will be more vulnerable than the rest so I tend to give it to a nurgle one,
Getting advantage of shroud and T6. Apart from that it's solid.

The prince will be the one to get hit with invisibility, so as long as I keep him in terrain then he should have a a 2+ cover save.

I'm a CSM player and my experience with Daemons is limited, so take this in consideration.

In my opinion 11 Pink Horrors by themselves are a wonderful way to give away Feel no Pain for free to your opponent.
He just has to kill 1 single Pink Horror and you'll only have 2d6 str 4 attacks, which against 4+ or better armours is unlikely to deal meaningful damage, while is quite likely to bestow FnP to the target unit (3.5 wounds before saves on average against MEQ).

On the opposite, 2 units of 20 Pink Horrors with an Herald each (with the Exalted Locus) will give you two units that will shoot 6d6 Str5 shots are much more of a threat (4d6 for the horrors + 2d6 for the Herald) = 13,86 wounds before saves against MEQ. Yes, you will still give away FnP 66% of the time, but you'll kill 5 marines with an average shooting attack. Not to mention the fact that 21 models on cover that re-roll ones with a 5+ invulnerable save are also more than decent at holding objectives.

So if you don't like the idea of investing about 500points for those 40 pink horrors + heralds then I suggest you to take Plaguebearers instead.

The fatey doesn't spend point, those rewards are for the other HQ he is taking, the slaaneshi daemon prince.

I'd keep a prince, but make it a tzeench one and add one herald of a variety to get a second exalted gift for a portalglyph. Those units of horrors will not really stand up to much.

Sorry I misread.
Never playtested them in person, however I feel that a unit of 20 pink horrors is far more durable than 11 plaguebearers.
Of course it costs a lot more, point-per-point plaguebearers are tougher, but they do not provide you much more than objective camping (I'm not saying that's bad)

Is this list meant for friendly or competitive games?

This is not friendly. This is the cream and butter of 1500 CD list. It is this or screamer star at 1500. You have answer for everything. FW gets 2++, slaanesh gets 2+ cover from inv, be'lakor gets an endurance from slaanesh of lucky plus cover save. Ultra cool. And PB are solid objective holders. Dragon for desert. Yep, that's it. I m waiting for results. I m playing the same lista at 1850 but with an extra DP of tzeentch and a nurgle DP instead of slaanesh for grimoire.
Btw this 1507 pts list. Just mentioning if you intend to go tourney ride
