So I've read loads of bits and pieces different places. Most of it seems like conjecture and over a year old. And I am now confused about when I can/can't fire an opponents quad gun. Has this been FAQed and I haven't read it?
Can any model with a BS fire a quad gun "belonging" to anyone else?
What happens if two models are in base to base with a quad gun?
What happens if someone fires interceptor with a quad gun during the other player's turn?

Yes. Quad guns don't "belong" to anyone, they are terrain.
What happens if two models are in base to base with a quad gun?
Both can fire it in their own shooting phases. Bonus points if they shoot at each other with it.
What happens if someone fires interceptor with a quad gun during the other player's turn?
Then they can't fire it during their own turn. Interceptor prevents the weapon from firing during the next turn, which means they can intercept with it and then you can shoot it during your shooting phase since it's still the same turn. Then during their turn the interceptor fire will prevent you from using it for interceptor fire and prevent them from using it during their shooting phase. Does this make sense? No, but not much else about fortifications makes sense either.

Now, this gets a bit trickier with the new updated Stronghold Assault rules. Because the quad gun on a bastion (any other building) roof is now different than a quad gun with an aegis. So the one on the bastion can only be fired by the unit/army that currently can claim the bastion. If you jump pack on my roof, and i still have a squad up there, and you are in b2b with the quad, and more than an inch from my guy, you still can't fire it, becuase it's now a gun emplacement part of the claimed bastion, and not under your control.
However, if you put the quad on the ground next to the bastion, it's a free for all, just like next to an aegis.

They do not have to be on the battlements, they can be wholly within 6"; the rules there are an option for either/or with a clarification on the First option.

That's too bad if you can't use the enemy's Bastion weapon any more. Captain Caius - my jetpack captain - shot down the enemie's Hellturkey using the enemy's own lascannon twice now (after taking out those using it, of course). Pretty good for a captain with only grenades for ranged weapons.
He can still take the Ageis line weapons, but one of those was a bastion...

You can fire a quad gun set up by your opponent with their ADL. Many players will make it a point to try to take it over just for giggles.

You can if you empty out he bastion and 'claim' it. it becomes your fortification, until the enemy can claim it, via you abandoning and he occupying, or he killing you and occupying.

No, there was a FAQ to state that only non-vehicle models may fire Gun Emplacements.
Page 105 – Battlefield Debris, Gun Emplacement
Change the first sentence of the second paragraph to “One non-vehicle model in base contact with the gun emplacement can fire it instead of his own weapon, following the normal rules for shooting. Note that the model counts as stationary for these purposes”.
