I'm confused by the Autarch (who I guess you're only using to fill the HQ choice), giving him an Avenger when there are so many better options, especially as you've still got 10 points to spare! The bike comes with standard Cata's, so you're really only adding 6" threat to it. Is he joining one of the Windrider squads presumably?
Buckets of bikes, but skimping on the Shuri-Cannons, why? Drop the cannons from the Prisms (they'll be aiming at tanks anyway) and max cannons in Jetbike squads. This will allow you some extra range (otherwise your 'killzone' is only 12")
Howling Banshees are a bit limited, as they can't assault the turn they disembark, so they'll get shot to shreds in the turn they're faffing about. And without a Farseer for Doom they won't be all that impressive attacking T4, but YMMV.
Also, Scatter Lasers and Holo-fields are excellent on Wave Serpents!

I second quanar on basically everything.
Going with an autarch, drop the catapult since your on the bike, consider getting a laser lance and maybe a banshee mask.
Bikes need cannons in big squads, so drop down to 9 each squad, and put as many cannons as you can on each unit. Cannons are more important than the 10th bike, even for a saim hain feel.
Banshees are probably THE worst unit in the codex, and if you are dead set on fielding them you need an excutioner on the exarch. 2 squads is overkill, and better replaced with fire dragons, avengers, or even guardians. Wave serpents are amazing, particularly with scatter lasers and holo fields. 2 is more than enough.
Since prisms are best at using range to kite enemies, move the cannons to the bikes. Bikes get in close, prisms stay back and shoot...whatever needs to be shot.

I also second this.
Autarch should have at least one better weapon. The Avenger catapult barely adds anything, why not give the laser lance/mantle build a go?

Throw in Disarming strike if you plan on challenging other models.
If you drop the wave serpents you have points for something else.

errrmmm, no i would say banshees are the worst. 4+ armor, s3 ap 3...... sure they can run fast, but hey there gonna be targets top priority because there so easy to kill, one tactical squad shooting with just boltguns into them kills 5 guys outright. There are MANY better things to take in there place, as in scorpions (if your dead set on an assulting unit) or just a min squad (5 man) of dire avengers to go inside the serpent. The serpent NEEDS scatter lasers, and i strongly recommend holofeilds+ shuiken cannon. If yuo drop the banshees and replace them as dire avengers that should free up enough points to maybe take another min direvenger serpent. Serpents are basically the best tank in the codex, one of the top in the game.

I've tried to include everyone's points and have a fast objective grabbing army with a lot of fire power. I'm still in two minds wether I should bolstered my jet bike squads with an extra 3 to allow me to get an extra shurikan cannon or wether I should spend those points bolstering my dire avengers and/or the striking scorpions? What do you think?

In a fast list why take any CC unit but Harlequins?
Harlequins are costly but the will murder whatever you charge.
Also it looks like you have no AA, you should drop the scorpions and their WS, and then buy a hunter, and with extra pts left over buy more bikes for cannons.

What if I change scatter lasers with bright lance?
I know this will sound a bit off but I love the eldar army but the harlequins offend me, I'm not keen on buying them at all I can't take my army seriously when I look at them.

I can't help but feel that you're still using the previous Eldar Codex
Prisms don't "Combine the streams" anymore, Scatters get 4 shots and are the same cost as BL's on a WS, Scorpions have Infiltrate standard (I still suggest dropping the Serpent Stevo), Bladestorm isn't a purchasable ability.

Yeh I can't argue that harlequins are not effective but every time I look at them I think of clowns, think I may drop the striking scorpion serpent as it has the same problem as the howling banshee's, I'll need to play a few games out and see how effective the dire avenger serpents are.

Keep the scatter lasers on the serpent. they actually do more damage vs tanks combined with serpent shield than scatter lasers do. Dont take anything but scatters on the serpent.
