Can someone help me and give me ideas on how to scratch build a Revenant Titan? I don't want to pay for the FW model, but want to have a model. Can someone post a link or give me ideas? Thanks.

Find a big enough plastic mech to work on as a base (tons from Japan I would suggest looking at series with slimmer builds like Robotech/Macross, Evangelion ) and/or learn to sculpt

Alternatively the little mannequins they sell for artists to get an idea of body proportions as a base. Or a few toothbrushes.

If you don't mind starting a little smaller (ie. ~warhound sized) check the Dreamforge Leviathan Crusader and Mortis at ~$100 each.

I'd take out the head, make the legs taller and sleeker, plasticard up the main body and add fin-thingys then you need a head and weapons

I would get the leviathan, but how do I make it a little taller, and how could I change the head so it looks less like a grey knight and more like something IG would have? Just get a warhound head? Does anyone have a source I could look at or give me ideas on how to make a warhound head?

There is a paperhammer blueprint for both warhound and the reaver. I am making the warhound atm. And they are pretty easy to assemble.

Check this thread in 40k general here on dakka for a discussion on whether people find it acceptable as a warhound or not. Most say yes, some say no. It *is* a miniscule amount shorter, but it is much less top heavy. It should have virtually no impact on gameplay imo. It's more "fitting" as a knight than a warhound, however there are no official knight rules. If you call it a knight of some kind but use the warhound rules, that is a good compromise imo. Here's the best size comparison:
It has weapon options that map well to the warhound weapons, and mounting it on rubble will negate the small height difference. I've never seen an occurrence where it's not being extremely top heavy (like the warhound) has given it an advantage in game, if anything the lower weapons will make it harder for it to shoot over cover.
It's not what you asked for (as in revenant titan) but it's a worthwhile mention imo since 1. It's hard plastic 2. an awesome looking kit 3. Is really cheap for a titan and 4. is a titan ; )

I really appreciate your help!  This will be great in my IG army. So I will mount it on some rubble so it is slightly taller, but other than that it looks great. What name would you suggest that sounds more like a knight? Also, is it legal in tournaments to run something like this as long as it has the proper base size? Like, would they be like "no its slightly shorter."?
I appreciate your help so far. Its a great place to start. I will also check out that thread.

Titans are apocalypse / the new FW Escalation? units so it's doubtful you'll be able to use them in tournaments as most tournaments are basically codex only, though a lot more are becoming codex + FW (maybe with restrictions). You'll be able to use a "counts-as" titan in friendly apocalypse and escalation games pretty much guaranteed. Random games of the above... you might run into problems, as in the thread I linked some people really don't like counts-as - but they also don't like papercraft titans. If you were in my area, you'd be able to use your leviathan in any apoc or escalation game played. Name-wise... up to you and your group really. There's so much room in 40k for whatever you want - intentionally - that you can do whatever you think is coolest. You could call it a rediscovered STC pattern, a suped-up knight titan for a PDF, a HH era knight discovered and fixed by a chaos warband, a combination of warhound and knight and whatever else was available after a battle where multiple titans were destroyed, a xeno-tech titan reactivated in desperation by a less squeamish SM chapter... whatever you want ; )
