Just making sure I'm reading this correctely. If you take a primary detachment from codex inquisition, you can include Cypher as an HQ choice that does not take a FOC slot, but you cannot use the Cypher and the Fallen as a special detachment because then they are technically CSM units.

Yeah that looks correct.

I'm wondering for the purposes of Hatred or Preferred Enemy what does Cypher on his own count as? Cause unless he is part of the Formation it doesn't look like he is part of a codex/faction.
I only bring this up because Dark Angel Inner Circle members wouldn't have Preferred Enemy against him nor would their +AP weapons gain the improved AP against him. (I think, I could be wrong though)

My reading is that because "he is taken as part of the primary detachment", he counts as whichever codex the primary detachment has been taken from.

The fact that he also has the IC special rule should also allow him to join units from the parent codex you buy him for.

If one C:CSM Player use Cypher & Fallen, and his warlord is Abaddon or his primary detachment is black legion...

Could those Fallen be count as troops??

When you take him solo he is not a new formation detachment, he is a new unit choice for a short list of codices being used as primary detachments and he can never be the warlord. So he would be part of the codex that forms your primary detachment and if that codex is Chaos Marines then the DA will give him the prefered enemy treatment. If he is working with the Inquisition or another space marine chapter they are all "Sayith what?" and don't try so hard.

No, because the Cypher & the Fallen will be a different detachment from the Black Legion and/or Abaddon. The ways those things make chosen troops only extend to the their own detachments.

So you could take cypher with codex inquisition or c:sm? Cypher now counts as alligned to that faction? Can you then take DA allies? Being battle brothers can cypher now join a DA squad?
