That would be Jeremy Vetock. He also wrote the Dark Angles codex for 6th edition.

Cruddace. What the 'Nids lacked in gameplay they made up for with good luff. Imperial Guard were a powerhouse for a long time, and Daemons... well. Very good, as well as having great fluff.
Phil Kelly used to be my man but he's done poorly this edition. Chaos Marines sucked in both gameplay and fluff, and C: Eldar has terrible, boring fluff in it at the cost of broken gameplay.

Probably Jeremy Vetock or Phil Kelly.
Vetock helped bring in OnG back in the game with flavour after their dry travesty of an armybook by the disinterested Matt Ward in 7th, with a only few hiccups with units like Snotlings and the magic items the Orcs had.
Vetock also wrote the new Tau codex which, short of the Riptide, is pretty damn good and reflective of their fluff. Also anyone who can make the Space Pope and guys like Ethereals actual considerations for HQ slots is okay in my book.
Phil Kelly mainly with how he handled the Ork book and fluff. He was spot on and it shows from how despite it being the oldest codex remaining that it still is able to handle the current edition pretty well and while not the most competitive it can still give many armies a run for their money. Though honestly, I was quite disappointed with how he handled Chaos Space Marines and I think this problem of disinterest/passion for certain armies is clearly reflected across the majority of the codex authors (i.e. the disparity in Ward's treatment of OnG vs. his clear efforts in writing Necrons, Grey Knights, and 5th ed. Space Marines).

Vetock is high in my list, but Dark Angels was so dry that I couldn't even finish it. But then the 4th edition DA codex was dry as hell too. Maybe the Dark Angels, who are a mostly codex-adhering chapter, just don't need their own damn codex. They deserve the Black Templars treatment.
