All of the above.
If I was and Imperial Citizen I would not be thinking to my self Orks, well it could be worse it could be Dark Eldar, I would be thinking I am screwed either way. But Demons would be the most terrifying simply because Chaos is kept secret from the majority of the Imperial population. So if demons started showing up I would have no idea what they were or even if I can kill them.

The Tau.......dirty, stinking, blue xenos......always floating around..............oh hey, your tanks float? And your armour...it's so smooth......and what, I could get my own armour? AND A PULSE RIFLE?

Dont the tau separate you into groups like cattle then milk you for everything you have? And when you decide you no longer want to be used they will simply kill you?
Im fairly certain the grim darkness about the tau is that the hoofed creatures farm you.

I voted for Nidz, all they way. All the other factions you could make some sort of parlay. With the Tyranids, its either Kill 'em All or become their food. And unless you got a Fleet and Army to match the Nidz, then you are food. Nothing less, nothing more!
