I don't see how it matters. It doesn't affect your armies or the game state in any way as long as he's using the appropriate bases...
It matters for a couple reasons.

1) Base size is not all that matters about models in a game based on true line of sight.

2) Confusion. If you proxy a lot of things, it can get very confusing from the opponents side to try and keep track of what is what. This can even lead to unintentional treating, as the controlling player can even forget what has what, and all of a sudden the flamer moved from the back of the squad to the front. Again, unintentional, not necessarily attempted cheating.

2) It's about respect. Respect for your opponent. This isn't a game or two to see if the model performs well in the real world. This is a couple years of someone not caring, and taking advantage of a friendly group.

The tyranid swarm box really is a steal. Just started playing Nids and the swarm box plus one or two other purchases and I was rolling in our league.

The situation:
Our local 40K playing group tends to allow proxies to help people get into the game, determine what they want to buy after play-testing, etc. One of the guys plays Tyranids, and he's the guy who consistently proxies almost his entire army since he hasn't bothered to acquire more than a handful of models over the last few years. He'll be involved in our upcoming Planetary Empires campaign and will be using termagants/tervigons.

The issue:
As written in his codex regarding a Tervigon spawning Termagants - "If you cannot place some of the models due to the restrictions above or because you have run out of Termagant models, the excess is discarded."

The question:
Where should we draw the line concerning how many termagants he can proxy? Current estimates place him at ~20 termagant models. Should we allow him to spawn untold millions of bugs with no regard to the fact that everyone else in the group has invested time and effort in expanding and painting our collections, or the RaW in his codex?

We're a friendly bunch and generally have no issue with proxies for the new guys, but the person in question exploits that generosity and is not new to the game.

How should we deal with this?

You draw the line at what can be a proxy for a termagant model. you've already decided that he doesn't need the actual models to play. You need to make it clear that what ever he uses as a proxy must be unique to that unit. If he is using army men as termagants then he can't be using army men to represent anything else in the same game,

Rule of thumb, don't allow proxies that look too similar to other units on the board (i.e. See this space marine with an unpainted plasma pistol, that's actually a gravity pistol. But the painted plasma pistols are wisywig.) and make sure the model moing used is on the same base size, and takes up the same amount of space the model its standing in for would, so no sticks of gum as greater deamons.

I would put my foot down. He will make the campaign unfun for most everyone, which could easily kill the event. You're going to have to talk to him eventually if you want some real resolution - he is never going to change otherwise.

@Nem: He's the only guy who proxies this much this often. The reason I'm not trying to reason with him face to face before talking to the online community is because he's the WAAC TFG in our meta. I'm liable to lose patience quickly, and I want this to be dealt with diplomatically. Not with my nerd-rage-face on.

This is the strangest combination of things I've ever seen. WAAC but doesn't own models? what? That is crazy weird.

I'd be done with him. I once proxied an entire Ork army as IG, but at least X guy was Y guy and had semi-comparable sizes for models, plus I only did it once (mostly for the group lulz) and what he is doing is extremely disrespectful and really just lazy, IMO.

I don't proxy for longer than six months on a new army. ATM the only thing I'm proxying is thunder fire cannons because I'm not sure what I want to use for them.

More than a year without a suitable counts as model for a unit with no sculpt is unacceptable. More than six months for a unit with a model is wrong.

i agree its very disrespectful. to both the hobby as a whole and most definitely to the group. proxy what you need before you make the purchase, don't abuse a groups friendliness and never make the purchase.

the groups kindness had become its weakness, at least to this guy.
