Does Elite Cadre refer to only Winter Guard Infantry or anything with Winter Guard in the name? Like say Winter Guard Rifleman?

If the words winter guard are in the title or sub title on the card (in that order) then they gain the bonus.

I.e. riflemen and infantry both gain the bonus.

They are Winterguard Rocketeers. It works

I just read through the CRA rules on War Room and at a quick glance I can't see a restriction on having to use the same weapon for gaining the CRA bonus. I've asked the question on the big board here so we'll see what happens there.

And there's an answer. When using the rockets the winterguard can't join in a CRA. Therefore they can't gain the elite cadre bonus.

You can use their blunderbusses though.
