If I have a Bastion deployed right outside the opponents deployment zone, is it legal to infiltrate a unit into it?

Infiltrate (BRB page 38) tells you pretty clearly that you MAY be able to. There are other factors in play, such as being 12" or more from any enemy unit.

The fortification has to be on your table half, so in all likelihood it would be 12" away.

Unless your opponent also scouted or infiltrated close enough to deny that, of course.
The infiltrate special rule answers your question quite clearly and concisely tbh.

This, the underlined text, in itself is illegal. Fortifications must be " wholly within the owning player's table half" ( BRB 120). Therefore the Fortification must be at least 12 inches from the opponents deployment zone.
The question in red is inconsequential because of the Fortification rules do not allow a Fortification to be "right outside the opponents deployment zone"

pg 121 4th paragraph under "deployment"
"when a fortification is deployed within 12" of the center line, only friendly units that have the infiltrate or scouts special rule ca (re)deploy within the building, REGARDLESS OF THE PROXIMITY OF ENEMY UNITS"
is the part you are likely looking for, so on your table half you are always GTG inside it, regardless of enemy inflitrators, and OFC you can never be on your opponents half with the fortification
