Ok so taking IG as primary could I take INQ as allies and add cyphers formation? Cypher himself can go with both IG and INQ but bringing the formation is where im confused.

The formation counts as a Chaos Space Marine detachment. It must be able to ally at some level with all other detachments to be used.

Right, the formation (cyphher + some chosen) counts as a chaos marine detachment. Cypher, with out any chosen, is not a formation and can be inserted as an HQ choice into either the IG or Inq detachments.

Ok thanks, still having a little confusion with how inq and the new formations have changed the standard FOC

This might clear it up - every segment of your army must be able to ally with each other segment. When you field just Cypher he's counted as a character from the main codex you are using. If you are fielding Cypher + Chosen you have a CSM segment to your army now.
So Cypher + IG + Inq is fine
Cypher + Fallen + IG is still good because IG can ally with CSM
Cypher + Fallen + IG + Inq/SM (Allied Detach) doesn't work because the Allied Detachment could not ally with CSM if they were the main army.
I was hoping to run the formation with IG as the primary force and vanilla Marines, but the dataslate specifies that the entire army needs to be able to ally with each segment

Ok yeah that clears it up, GW is getting outlandish with some of these rules haha
Hope they make a small dex for a chaos version of INQ, like high end cultists or something cause i enjoy how custom you can make their henchmen, just want to do it with chaos
