Chaos cultist groups are 9 cultist and 1 champ with the option to add 25 cultist. Does that mean the maximum size can be 25, or that i can add the 25 cultist to the 10 (that make up a group) to make it a total of 35 cultist per group

I'm sorry to be harsh but there is nothing unclear about this. The header says 10 cultists, and then it says you can add 25 cultists. I dont understand how you can misunderstand this to mean you can only take 25.

You didn't actually directly answer his question, just subtely insulted his intelligence.

To answer the OP question, you can add 25 to the 10, so a max of 35.
