In general, no.
This is due to wound allocation, the bomb rules themselves must off some form of allocation other than standard (such as random).

Nothing in the bomb rules stops you from leaving airspace when dropping a bomb. And random allocation works fine for it.

But what allows you to use Random allocation?
Vector Strike uses it, it's written into the rule. So a FMC can vector strike when leaving the board.
But what allows a bomb to use it?

The rule itself does.
At times, you will not be able to tell which model is closest. This usually happens when two or more models are equidistant from the shooting unit, but can also occur if he position of the attacker is unclear
Is the bombers position clear ? Then you use RA. Unless the bomb itself has a rule like barrage.
