Genestealers come as standard with 'Rending Claws'. This implies they have just one pair of CCW. If the rules for Nids are that they need to have 2 sets of CCW to qualify for +1 attack, then does giving them Scything Talons also give them +1 attack because they'd then have a pair of Rending Claws AND a pair of Scything Talons? A unit of 5 Stealers with 20 attacks on the charge sounds pretty appealing for 90 points, provided you can get them there.
Moreover, if this is the case, can I give my Broodlord Scything Talons without giving them to the rest of the unit, meaning he gets boosted to 5 attacks (6 on the charge)?

I haven't looked through the Nid book nor own it to see for myself, but it depends on how it's worded.
If the scything talons are simply taken and do not replace the rending claws, then yes. If scything talons replace the rending claws, then no.

Yes to the first question. I'm away from my book but I'm pretty certain there isn't an option for Scything Talons on the Broodlord.

Any model may take talons. The official broodlord model even has them.
