When I read the Song books I did notice that sibling "intereactions" seem to be not uncommon

Dany and brother (although their dynasty seemes to be modeled on ancient Eastern Empires where its fairly common),

And Viserys mostly did it to remind Daenerys that she belonged to him.

not sure on that one - I thnk Viserys was not unaware that to keep the bloodline pure, brothers married sisters in their dynasty.
