So this if my first attempt at 2k Necrons (Iam used to playing a more hand to hand army so I figured it was time to move to shooty).
My local meta also sort of dislikes anyone that shows up with fliers..

Out of my Mind

Need some clarifications, but I'm going to make some assumptions because I don't understand your setup. Regardless of what you're actually doing, take all of this and maybe you can revise your list.

Destructek fills the hole in the 9 man Ghost Ark? I think he goes here since you have a spot for a character, and 2 members of the same Court can't join the same unit. If so, nothing wrong here and fairly standard.

Oberon, Lychguard, and possibly the Despairtek and Overlord form a unit to teleport around? This unit is what really doesn't make much sense. You don't need 2 Veils in 1 unit (Obyron has the better one). The Deep Strike will be pretty unreliable to make much use of the Despairtek. If the. Despairtek is NOT in the unit, then what are you hoping to do with this unit since you can't assault after porting around? The Overlord has an Orb and you're putting him in the one unit in your army that will benefit the least from it. This also puts the Warlord in harms way.

If the Overlord is going in with a unit of Immortals then you'll get the most out of the Orb. If you didn't plan on it, then this would be the best place for him.

If you're putting the Despairtek or Obyron with the other unit of Immortals, then you should consider taking that unit with Gauss. If you're putting the Despaitek in here, then the Lychguard unit makes less sense.

As for your units, you've got a good setup. 6 AV13 vehicles is rough for most opponents. The Stalkers are good flex as both AT or supporting the Warriors/Immortals. You'll be fine w/o flyers, but you should look at getting a Nightscythe down the road. Especially if you take one unit of. Gauss Immortals. Flyers are really only irritating when spammed, but 1 or 2 is about normal.

First thing you REALLY need to look at is the Lychguard. What are you wanting to do with them? If you're using them as a bodyguard for the Despairtek, then Wraiths would be a better choice for less points. An old, but fun tactic, is to run Obyron and a unit of Wraiths around baiting your opponent. Then on your turn, you just Ghostwalk out of combat, and continue on shooting the unit anyways. Like the Lychguard, be aware that you can't assault after you teleport. Obyron will also slow down them Wraiths, unless you teleport from the start.

It's probably just a filler, but the Phylactery isn't going to do much.

I might be way wrong on how you're setting up, but I can't sleep and hope these comments help.

I had planned for the overlord to join the warriors in the ghost ark. the Despairtek joins the Imortals so i can teleport them to rapid fire range, obyron goes with the lychguard for my hand to hand part (i just love something with a knife/sword ect) destructek goes with lychguard too.

Iam using lychguard because i was given them (and the warriors + lord) from a friend to try and get me out of my hay lets just tkae hand to hand units.. i lost alot of games..

You're all good to go then.

I'd switch out Obyron in the Immortals, and the Lychguard with the Despairtek. You'll get more shooting out of the Immortals, and can keep the Lychguard around to force your opponent to 2nd Guess himself.
