The fight would never happen. I can only think of a handful of reason why Vect and Yarrick would be in the same place at the same time. Pretty much all of them resulting from Yarrick being on vacation.
I really don't think Vect would be involved in a real space raid that had anything even remotely like an IG presence. And not because he is scared of them, but IG in general wouldn't be regarded as trophy worthy, and in truth, if your just after basic human slaves there is so much easier pickings. His plans and schemes just would go much deeper and have grander rewards.
Also IG are not known for their rapid response. Thats a Marine thing. So its not like the IG would send a platoon or two to help in a fight not located at their current location.

Commisar Yarrick is a really, really tough human. Unfortunately, though, he's only human.
Rules-wise, it'd be close. Vect is far stronger in general, hitting and wounding on 3s, but he has to reroll those wounds because of Yarrick's special rule.
It really comes down to luck on Yarrick's part. He only needs to cause 1 wound, because with S8 he causes instant death. So, he only needs one wound to kill Vect. Vect has a 2+ invuln, but only needs to roll one 1 to die. It all depends on how soon he rolls that one.
Really, though, they're both incredibly vulnerable to mass bolter fire. 10 Boltguns will kill Yarrick consistently in 2 turns. They'll do the same to Vect. (If Vect gets bad luck, one turn.)

In the fluff Yarrick does not even stand the slightest chance.
Vect's combat skill is beyond the comprehension of mere mortals and his plot armour is as strong as the Dark City itself.
Rulewise, I am not so sure, but I think Vect still wins there.

I don't have a clue about Yarrick on the table top, but for any guy to kill vect with a weapon that does ID against him and doesn't ignore inv saves it takes 14.4 swings to do it unless the dice gods are fickle and give the early 1.
I don't know how many attacks Yarrick has, but even at four attacks a round (high end combat HQs) it would still take 4 turns.

Yarrick is a cranky old human with a crab hand, a laser eye, and a burning determination to get up after someone kills him. He rides around in his own custom baneblade and costs too many points in the tabletop.
Vect is a perverted old eldar with a spiky cane, lots of tactics, and a burning determination to reroll all 1's in combat. He rides around in his own custom skimmer and costs too many points on the tabletop.
Honestly they should just team up and fight crime.

Dice gods are very fickle
I lost Vect to a stray cannon shell last I used him, failed both the Look out Sir roll and Shadowfield save - instant death - I figured Malys was still annoyed at him and turned it off.
