A couple squads of firewarriors or kroot, and probably jetbike guardians for eldar (or maybe guardians in a wave serpent).

It's a crisis suit commander with a whole bunch of signature systems that buff the unit that he is attached to. Since he's jetpack infantry, he can jump around and join units as needed to give them buffs (tankhunter, monster hunter, ignores cover, re-roll to hit).

I forgot to mention: you also want a source of markerlights (pathfinders are probably the cheapest).
