Any friendly Codex: Dark Angels unit within 1 2 " of this standard re-rolls failed Morale and Pinning tests. In addition, all friendly Codex: Darh Angels units within 6" of the standard treat their boltguns as Salvo 2/4 weapons.
From FAQ:
Q: The Standard of Devastation states that ‘all friendly Codex: Dark Angels units within 6” of the standard treat their boltguns as Salvo 2/4 weapons’. Which boltguns does this apply to? (p66)
A: This applies to the standard boltgun (24” range, S4, AP5, Rapid Fire), twin-linked boltguns on bikes, the bolter component of combi-weapons, and hurricane bolters.
No mention of whether the Twin-linked bike guns lose the twin-linking if the boltgun is changed to Salvo. I think think twin-linking is lost, but a local player regularly kicks butt at tourneys because no one is willing to go through this rules argument any more.

There are still two side-by-side bolters on the bikes...
My understanding is this: A marine with a bolt gun changes from having a BOLTGUN: 24", rapid fire S4AP 5 weapon to a 24", Salvo 2/4 S4AP 5 Weapon. It doesn't change anything other than the fire mode, so a biker should go from having a Twin-linked boltgun: 24" Rapid fire, S4AP5, Twin-linked, to 24" Salvo 2/4, S4AP5 Twin-linked.
All the banner does is change the fire mode from rapid fire to Salvo 2/4. All other aspects of the weapon are unchanged, so bikers ( and land raider crusaders) retain their twin-linkedness
EDIT: Furthermore, the war gear on a bike says twin-linked bolt gun, so i'm gonna go ahead and do what the banner tells me to do, and treat a bolt gun as salvo 2/4, doesn't change the fact that the bike has a twin-linked bolt gun

This applies to Dark Angels units. And what isa unit? Bikers, scouts, termies etc. So yes their boltguns do change.

They retain Twin LInked, as you are told what changes - the profile of the boltgun, not any special rules attached to it.

Hurricane Bolters specifically state it consists of 3 twin-linked boltguns. It's just fired as a single weapon.
So, same logic applies. Each boltgun would then be Salvo 2/4, and still Twin-Linked. Meaning, 12 shots.

Makes the guns 2/4 salvo but it doesn't change the twin-linked weapon profile aspect. It's one of the few things that makes DA shine.
