In the codex it states if you take a chaos lord as nurgle your troop choices are plague marines. Does this mean that you cannot take reg marines with mark of nurgle?

Your troop choice has tobe plague marines and zombies if you field Typhus as your WL?

It says They count as troops. It doesn't negate all other troop options.

Codex very clear says they are troops instead of elites

No. They just become Troops instead of Elites. You still have access to everything else. Typhus' Plague Zombies special rule makes it very clear that you can choose any unit of Cultists that you have in your army to be Plague Zombies. It doesn't mean that you are forced to take anything, just that you can, if you want, field Plague Zombies in place of Cultists.

No, as they are shifted to a different position within the FOC

No Nurgle Warlord - Plague Marines = Elites, Mark of Nurgle CSM = Troops, Cultists = Troops
Nurgle Warlord - Plague Marines = Troops, MoN CSM = Troops, Cultists = Troops
Typhus - Plague Marines = Troops, MoN CSM = Troops, Zombies = Troops.
