Dark eldar vehicles can take a cheap upgrade that lets units around them reroll any leadership tests including psyker powers.

Perhaps that's what your seeking?

To add, the upgrade is called grisly trophies and is the only re-roll Ld test item in the game that was not FAQ'd to not count for psychic tests.

They can easily get a 2+ cover, but cover can be ignored.

they generally also have a 2+ armor as well and very little shooting ignores both 2+ armor and cover

and even if you did the unit all has 4++ (all of this is rerollable with fortune)

Also there's a huge amount of Ap2 ignores cover in the game. So the baron does quite a lot for the Seerstar but the rerolls are on the very fragile Venoms that back it up. Deal with them and the Warlocks will start failing tests.

Tau riptides are everywhere. Buff commanders allow them to ignore cover.
