Subject: Outflank debate with charging

I had a bit of a debate with a friend of mine today during a game regarding my Seekers of Slaanesh using their Outflank.
Now, from what I recalled, if I were to outflank and come in on a side that would place me within range to charge something, I can then charge the turn I come in.
Is this incorrect?
Because from my perspective Outflank would be completely useless if I can't charge the turn I come on the board...
We referred to page 125 and I was told to look at the bold sentence stating "Unless stated otherwise, a unit cannot charge, or use any abilities or special rules that must be used at the start of the turn, in the turn it arrives from reserve."
Now I understand where he is coming from, and unless I'm not aware of an FAQ I could have sworn this bolded sentence only referred to models that were arriving on the board via Deep Strike.
Am I wrong?
Can Outflanking units charge the turn they arrive on the board?

They cannot. A unit DSing cannot charge (even if they were on the board before they DS) and units coming in from reserve cannot charge.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

I think p125 is pretty clear as it is rules for all units entering from Reserves not just Deep Stirke?

you cannot charge when arriving from outflank unless you have a special rule allowing you to do so.
so yes arriving from outflank as an all assault unit is usually not good.

Wow.. That is pretty lame from my standpoint... What exactly is the point of Outflanking a unit that needs to be in CC? =/ lol
I guess these things aren't getting into CC that way!

Well it puts a unit on the other side of the board on potentially turn 2 that your opponent now has to worry about. I personally like to outflank one of my troop Tervigons and immediately spawn a unit of Gants for protection. Yeah I can' t assault but I now get to split my enemy's forces.

I thought the spawning happened at the start of its movement phase.
Is this no longer the case?

End of the phase now. However they lost some of their buffs.

Okay thank you, I will let the local nid player know (He was still doing it at the beginning and I never questioned it because that is the way it was in the last Codex).

You get to choose how far up the table you want to be when you outflank. You also get to cherry pick what terrain you want to be hiding in.

Another change from the previous codex is the spawned termagaunt unit can not move the turn it spawns (but can shoot/run normally). Make sure he knows that.

Correct me if I am wrong, I am not a Nid player, but didn't they chance it so the spawning occurs at the end of the movement phase?

I never outflank Seekers. It's not like they're not fast enough to get wherever they're wanted, anyway. 12" move plus d6"+6" run with fleet.
