I'd disagree. The tesla destructor does an alright job as anti AA, it's not the end all be all to fighting monstrous creatures (most of which have a save) and heavy tanks (most of which see glances at best vs str 7)

Today's meta really needs to be able to focus down a knight or 2, multiple MCs are pretty common, or failing that, random death stars are the norm. His list is currently too focused on generating piles of small arms shots and not enough high quality shooting.

If you're going to use a Chrono-tek, it usually pays to put him somewhere his reroll will really come in handy (usually a high value HQ to reroll failed saves, or a unit which has an ability you really want to succeed, eg. Imotekh's night fight test, Mind in the Machine, Tachyon Arrow, etc.)
Sticking him in with a group of Immortals just so you can reroll a single D6 doesn't seem like the optimal use for him... being the case, the second example you listed would probably be better, simply to help keep the HQs alive.

(and note about Chrono-tek + Veil-tek: you know the Chronometron can't be used at any point in the deepstrike process apart from rerolling on the mishap table, right?)

He is in the squad with the commander and yes as a option you could put him in the unit with veil of darkness, it's an ability of a Character in the unit using a piece of wargear.

I'd personally use

Imotekh
Immortals w/ Gauss
Chrono
Veil

Although you could attempt to sneak in somewhere the Sunburst to cancel his Night Fight if you really needed to, but that doesn't really matter with Gauss and Tesla reall IMO

This allows you to reroll his Night Fight or the Veil bouncing around the battle field. Imohtek's weapon is pretty awesome.

If I lose it is because I had bad luck, if you win it is because you cheated.

Uh, sorry to burst your bubble, man, but as much as everyone would love for it to be otherwise, you really can't use the Chronometron on the Veil except to reroll on the mishap table.
It has nothing to do with abilities of characters or wargear.
It comes down to the fact that when using the Veil, you roll 2D6 and a scatter die... the Chronometron only allows you to reroll a single D6. The rules are pretty clear about rerolls for rolls that initially involve multiple dice: either all or nothing (you can't choose to reroll a single die in a 2/3/4/etc.D6 roll unless something gives you explicit permission to do so. Chronometron does not give you that special permission). Also, despite the fact that the scatter die has 6 sides, it does not count as a D6.
There have been many YMDC threads about this topic, and they've all come to the same conclusion: the only D6 you're allowed to reroll when using the Veil is the Mishap roll D6.

I kind of disagree as that is a D6, but if consensus is that then sure. Plus some people play different ways.

Well, I'd absolutely love if it was able to at least reroll the scatter die, but I think it might actually be written somewhere that it does not officially count as such for the purposes of "a D6" (though it would require someone who is more intimately familiar with the rules to point out where to find that official confirmation).
Could always try it at a tournament or something and find out?

So is it just me or can Necrons be at least in the Top 3 fastest armies in the game?

I can't decide on which is more efficient point cost wise.

2 Over Lords w/ MSS, WS, Command Barges

2 Royal Courts w/ Crpyteks w/ Sunbursts?

or

Imhotekh

Over Lord w/ Command Barge WS, MSS

and

Cryptek with Chrono

Cryptek w/ Voltaic Staff and Lighting Field ; w/ Imhotek and the Chrono in a Immortals squad w/ Teslas for holding objectives in your deployment zone
