Finally getting down to creating 2 Raven Guard army lists, a 750 and a 1000 point list. Gives me some flexibility for when I play. These are my rough drafts and I'm sure they'll need so tweaking.

I like it however I usually find that adding a Thunder Hammer or two to the Vanguard Vets is very helpful.

Hi there, pretty solid list overall, I am currently forming a RG list ATM and your list has a few similarities to mine. A few suggestions: I would get rid of the plasma cannons in the tac squads and just take a combi plasma on the squad leader. You will want those rhinos going flat out to hit the enemies lines with all your jump troops.
With the second list I wouldn't bother with razorbacks so you can get as many troops in their face as soon as possible. With those free points you could get melta bombs for all jump infantry as the list doesn't have much heavy AT/MC.
Talking about the VV, in my opinion if you don't give them a few toys there is not much point in taking them over normal assault marines. For 185 points you could get a squad of sternguard with 3 combi meltas in a DP for a decent alpha strike instead.
With those changes you would have 130 points to play with in your 1000 point list, meaning you could get melta bombs and a power weapon on ASM squad and maybe some sniper scouts or a TFC.

Instead of removing the core of the list, he should just add 3 Power Mauls and 2 ThunderHammers

The point of taking VV over ASM is different force org slot and +1 attack which makes a huge difference because one base attack sucks.

I have found that Vanguard vets need to be scary otherwise they cannot compete points wise also they have to be in a fast army.

I don't know what your model situation is but the 1k list is but try something along these lines

Chaplin
jump pack 105

Vanguard x10
jump packs
melta bombs
Claws on the Sergeant 300

troops
Scouts x5
close combat weapons
sergeant gets melta bombs and p sword
Speeder storm H Flamer 130

Scouts x5
close combat weapons

Speeder storm H Flamer 130

Scouts x5
sniper rifles
camo cloaks
H bolter w/hellfire 82

Fast
Storm Talon
Sky Hammer missile 125

Storm Talon
Sky Hammer missile 125
total 997

keeps your Chaplin, optimizes your Vanguard
and the rest of your army is very mobile (except the scout snipers who sit on back field objectives REALLY well) Also there is nothing that this list can't handle and its fluffy
