A few things for your list.

For the farseer council to really work, you need some DE allies. The Baron needs to be in there for hit and run, or you run the risk of being tarpitted. He also confers stealth to the unit so you can get that 2+ cover save. For the troops tax, grab some Kabalite Warriors with a Blaster in a Venom with a Splinter Cannon Grisly Trophies and .Grisly Trophies allow you to reroll your failed psychic tests as long as you keep it close to the council.

Also, you probably want to give one Farseer a Shard of Anaris. It is really risky to run such an expensive unti that is not fearless. With bad rolling, you can lose combat by 1, and be swept off the table. The shard prevents this.

If you drop one Wraithknight, you should have enough points for all of this.

Looks pretty good to me. Keep in mind, this list will steamroll an unprepared player. If you bring this list to casual or fluffy games, certain people might become frustrated.

A few more things that I noticed:

1. Try not to mix weapons on the War Walkers. You already have plenty of mid STR shooting and that lone scatter laser doesn't add much. Replace it with another bright lance if you can.

These last two are really just dependant on your local meta.

2. If you find yourself in need of more Anti-tank, you can drop a single Warlock, and get Singing Spears for the whole Council. This gives you 9x STR 9 shots, and with Guide or Presc, you can even threaten fliers. If people are really flyer heavy (Necron Flying Bakery) in your area, you could drop 2 units of Jetbikes and the last Wraithknight for two 5 man Dire Aveneger units riding in Wave serpents with TL SL, SC, and Holofields. If fliers and high AV are not a problem, you are fine as is.

3. Additonal upgrades for the Farseers. If you run into a lot of psycher reliant armies (other Seer Councils, Deamons, ect.) Runes of Warding might be worth taking. Having that one time bonus to DtW can be clutch of someone gets a nasty power off on your Council. (Terrify, Horrify, Misfortune, ect.) On the other side of the ball, if your Venom is regulary blowing up turn 1 or 2 due to a lack of LoS blocking terrain, consider taking Runes of Witnessing. You will want to hold back on using it until you fail a critical power, such as Fortune. If you take Runes of Witnessing, take it on both Farseers, as you have no way of predicting which one will roll the important powers. You can drop a single Warlock or a unit of Jetbikes for both sets of Runes if you feel that you need them. As above, if these are not regular problems for you, keep your list as is.

Only the model with the SL would be twinlinked though, and even then, 2 shots is always statistically better than 1 TL shot. Given that the rest of the Walkers have dual BL, I assume their targets will be AV 12+, which means the 4 S 6 shots will be pretty much wasted. There are two Farseers in this list. If needed, one can toss out a guide to the Walkers.

Looks good, only changes I would do are drop the Sc from the jetbikes because they should be hiding. with the points left over you can ad a spider exarch with spinneret rifle with fastshot.
