These do look awesome and amazingly crisp. They are really a nice looking force.
However, despite your own stated goals of fielding a Blackshields force, I think that's holding you back. Not because you can't do it, or shouldn't, but because it is a missed opportunity. You are clearly a good painter, and I think that the Chapter badges would be a good way to show that off a little more on what is, otherwise, a pretty limited palette. That palette looks very, very good, but it is pretty repetitive.
I'm not saying that your opinion is wrong or anything, but just that I think your own conception of the force limits the impact that your painting will have. Unless you explain it to people, they are going to assume that you just didn't paint the Chapter shoulderpads because of laziness/time/lack of interest.
On the other hand ( ), Black Shields are supposedly pretty uncommon in the Deathwatch, being 'mysterious' marines with no evident chapter, so it also kind of reduces the impact of a Black Shield if everyone in the force is one. It's hard to be a mysterious stranger when everyone else is mysterious and strange too. Reminds me of all the misunderstood good Drow running around in most D&D worlds.

Critique it for what it is guys, "My only critique of your blood angels is that you should have painted them as white scars". Adding a bunch of random colour to a monochrome army is just not something I set out to do.
Subjectivity is tough so I'll help
I HATE the way this marine looks
It looks like this to me:

Awesome looking army!
I personally like the all chapters approach to the deathwatch as well, but the black shields are your thing and thats cool. I personally have never heard of that bit of fluff but I actually kinda like it.
The painting and converting are both well excecuted and that thunderfire looks great!

Great looking army
I really like your idea behind an army of Blackshields.
It gives me the impression that their parent chapter turned renegade and these marines didn't; to reward their loyalty but hide the shame of belonging to a renegade chapter, they were granted permanent secondment to the Deathwatch as Blackshields.
Thanks for sharing!

Yea, I am doing the same idea in my DW army that my command squad is all blackshields. For they are the only ones seconded to the deathwatch long enough to reach that status.

I love the color used to edge highlight on the black.
One question though: is there no highligting on the infantry power packs or is it just too subtle for me to see in the pictures?

Very little highlighting of the blacks on the infantry, I wanted the heads to stand out more.
