So I want to start a pre-heresy Luna Wolves army using FW kits, but have a few questions to ask first:

1) Would the Justaerin have worn the eye of Horus before Ullanor?

2) What does the eagle with crossed lightning bolts represent/mean?

3) is the crossed axes the Justaerin symbol?

Not sure on no 1,3 but the eagle and lightning bolt is the symbol of the Emperor's armies during the unification wars on terra, before the Aquila.

2) that's the Palatine Aquila, the emperors icon during the unification wars and early crusade.

Well... Post-Ullanor can be pre-heresy, so I would say Sons of Horus (Abaddon included) would wear the "non chaotic" eye, where Luna Wolves had a wolf's head over the moon phase.

Actually I am pretty sure the Eye has been mentioned prior to Horus deciding to rename to Sons of Horus.

The Eye is actually the Eye of Terra not Horus iirc

Therefore the Justaerin may have very well had the iconography.
