Guard. Guard have 5 point model troops choices with the ability to take 4 point models which can take an upgrade that lets them respawn. Plus, you can put 103 wounds into a single troops choice.
Orks take a distant second, also having access to 5 point dudes, and being able to take them in squads of 30 allows them to field 180 boyz, and that's before you consider that the rest of the army is probably going to be things like lootaz, which are even more bodies.
Given how expensive tervigons have gotten, and that there's a new dataslate for chaos letting you take extra cultists, I guess CSM is a very, very distant third, with nothing else really worth mentioning.
Now, just because you CAN take a bunch of dudes doesn't mean you're going to have a strong army if you do.

If we're throwing competitiveness and house rules out the window then it's Tyranids who have a Dataslate that allows 3 broods of Termagants, 3 broods of Hormagaunts and 1 brood of Warriors. As there is no limit to how many Dataslates you can take Tyranids win this easy.

Actually, if there's no limit to dataslates than any dataslate is the winner, as they're all capped at infinity, regardless of the number of models in the dataslate.

Yeah pretty much. However if OP is playing at normal point levels 1.5k - 2.5k then Nids can cram the most junk in.

Just as a slight correction here on Orks
Boyz are 6 pts, not 5.
Grots on the other hand are 3 Pts.
40 Pts for 10 (with oblig runtherder included) isn't too bad, given you can put 360 of them on a field in a double FOC..
It always kind of bugged me that IG can outswarm Orks and Nids, and still have a ton of tanks and artillery that outshines either as well ..

I think a more specific question would be in 1500 points what are the most models you can have in a army and still be competitive/ good?
My vote is Orks, I mean seriously who can deal with 150 models in 1500 points? Plus vehicles etc..
That's a low number I think. I mean 30 boys is like 180 points.

Guard can have platoons which allows them to fit 105 models in to a single troops selection for 480pts. Throw in the company command squad for HQ and you'll be pushing around 300 models in 1500pts.
Tyranids can take 180 Termagants at 720pts in Troops and then 180 Gargoyles in the Fast Attack slot for 1080pts, but you're going to need some Synapse as well, but you could easily fit 200+ models in a 1500pt army.

It really depends on your build. Orks, Tyranids, Imperial Guard and CSM can put a lot of bodies on the table. Just Troops Orks - 720 points for 6 full squads of Gretchin (198 models) Tyranids - 720 points for 6 full squads of Termagants (180 models) IG- 850 points for a single full Platoon (132 models) CSM - 900 points for 6 full Cultists squads (210 models) This of course assumes no upgrades (except mandatory upgrades like Runtherds)

In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

I stuck with Troops just for comparison.
Yes Nids can have 90 Gargoyles on top of the 180 Termagants. They can also have 9 Elites and 9 Heavy Support
Orks on the other hand, can have 45 Boyz in the Elites slot, 60 Fast Attack, and another 30 Heavy Support.
Just for thought:
792 IG models (Just Troops, 6 full Platoons) 5100 points
This equals
1276 Gretchin with 127 Runtherd
1275 Termagants or Cultists

Right, and this is why everyone who is saying anything other than guard is being silly. Those orks, tyranids, and CSM are using up their entire troops choices to field those models. For imperial guard, you're looking at just ONE troops choice. Once you hit 900 points with CSM, you're then struggling to get more models on the table as now you're going to be taking more expensive infantry models like havocs or berzerkers, while with guard you can just keep adding guardsmen and conscripts, confident that FOC will likely never get in the way.

Oh, i didn't know other armies could get so many units in Elites. I mentionned gargoyles cause they are basically troops for tyranids. Both start at 10, 30 units max. And they are all very cheap to buy. (4 termies, 5 horm, 6 gargoyles)
There's also the necron silver tides that can pack lots of units, but i dont remember if they were costy or not, and if it was troops choice.
Tyranid would probably be the scariest thanks to Endless Swarm. Basically, you can have unlimited troops AND when they die, they might come back.
