I was wondering if daemons and CSM have the same rules for allying them as all the other races (1 hq and atleast 2 troops required) or can they join without having to do all this?

Yep. Primary detachment is at least 1 HQ and 2 troops, allied detachment is at least 1 HQ and 1 troop as normal.

How comes I've seen people having full daemons except for 1 squad of cultists, is this legitemate then? or not?

its because bel'akor (who you probably see) counts as an HQ option for both CSM and Daemons...or it could be a black mace prince (the other commonly allied in) .

Both require the 1 troop choice. Usually cultists.

So if I were to take a daemon prince , I should be able to ally both like with be lakor?

The normal rules for allying apply. There is no special treatment between the codexes.

Fayric and the other posters are correct. I would suggest snagging the Be'lakor data sheet if you're interested in running him yourself. Be'lakor is an HQ choice in both armies and is an expensive beast of a model.

As for running Chaos Daemon x Chaos Space Marine allies, I would double check the rules for daemonic instability as there are restrictions on Independent Characters joining units in game. It neuters the effectiveness of the two armies being battle brothers, but they still synergize well.

Except for the caveat (unique among BB) that they can't join each others units for the most part.
