Not as standard no. They don't have the Outflank or Scout/Infiltrate Special Rule.
There are things like a certain Warlord Trait that grant it though.

Yeah, if the unit has infiltrate they can outflank in their rhino.
As mentioned, you will have to give the unit that rule somehow first.

The only reliable way to outflank for CSM - to my knowledge - is having Huron be warlord. His fixed warlord trait lets you infiltrate D3 units, which you can use to have up to three units plus ICs and dedicated transports outflank.
That's not really deployment though, it's reserves and outflank.

Sorry if I'm misunderstanding this, but you say that if the unit of CSM has outflank then the rhino is allowed to outflank? How does that apply to other USR?
I was told that I have to give tank hunter to an embarked unit or the ghost ark once because the special rule doesn't transfer to their transport. What about other rules such as relentless and such?

The Special Rules section in the main rulebook actually tells you which USRs transfer and under which conditions. If there's no mention of transfer it doesn't.
The reason USRs usually don't transfer to a transport (or passengers from transport) is the old simple "they're not the same unit, not even when the passengers are aboard".
