Chaos lord - Bike, Blade of the relentless, slaughterer's horns, daemonheart, sigil of corruption, gift of mutation, melta bombs, mark of slaanesh - 215pts
I used this lord last night in a game and he only managed to kill a commissar and a manticore in combat with his melta bombs.
I am thinking he might be too expensive, especially with his biker escort (6 bikes, 2 plasma guns, powerfist, mark of slaanesh, icon of ecstasy).
I need to keep the mark of slaanesh in my current list as he will be making noise marines into troops but not sure how to improve him.
I am thinking of dropping the blade and the horns for a power axe or powerfist, but both of those make the mark of slaanesh mostly useless.
My other option is to change his mark to nurgle and take a second cheaper lord with MOS to make the noise marines troops.
Thoughts fellow heretics?

He's certainly running on the expensive side especially with what could be argued is an underpowered weapon.
The blade is great if you can get into a nice unit of tac marines on turn two and then power on from there but against a smart opponent your going to have to face a 2+ save/MC unit first and he just won't cut it (pardon the pun).
I find a powerfist/lightning claw to be a great combo for not totally silly points, gives you the extra attack and the choice of good at Init attacks or strong ap:2 attack for dealing with really hard stuff or vehicles. Only costs 10pts more than your blade + melta bombs, you could drop the horns as well if needed as they are less useful with this setup.
Most would agree that the mark of nurgle is better for a bike lord but the slaanesh Init boost is perfectly usable.

I think you are giving the Lord to much upgrades , I run mine with a Bike, MoN the powerfist/lightning claw combo that WisdomLS mentioned and the sigil of corruption , that it around 165 and for the point difference it almost pays for a second Chaos lord for you to use the mark of slaanesh.
The mark of slaanesh its good but i think that Nurgle provides a better bonus on a bike , it gets T6 and you get the hammer of wrath attack for some I10 attacks.

I tun the same kit but use it through the Crimsion Slaughter codex and add the deamonheart (2+ save and IWND) for a ripe total of 195pts.
T6, 2+\4++, 5 attcks on the charge, HoW, and IWND. Very survivable and good dmage output.
Pair with 5 nurgle spawn for best results.

I am thinking this might be the way forward but still running him with bikes.
I have a lord model with jump pack, brand and lightning claw who I can run with some raptors to get the noise marines in if I so choose!

!.) My take, lose the blade, meltabombs, and gift. Add Pfist LClaw. You can drop the Horns if you need the points, only because sometimes killing all the peoples leaves you vunerable to return fire. My DP with the mace waste to many people when I charge him at firewarriors or whatever, so I try to get exactly two rounds or 4 rounds of CC, giving you a shield against shooting. It fits, but you can do without it if you need the pts.
2.) T6 vs T5 + FNP + I6: T6 is better against a few things, notably Str 7 weapons, but gaining FnP gives you
T5 2+4++ with FnP and IWND, which is basically as unkillable as they come for us.
You kill count wont be as high as a DP, but you also will absorb several rounds of shooting, which is firepower not directed against your super expensive troops. His benefit is beyond what he kills.
Finally, since your HQ must challenge, I6 allows you to waste I5 chump captains before they hit you with a Pfist or whatnot. Not a bad deal. I6 isn't as valuable to other armies who don't have that glitch, but for CSM it helps waste challengers, so is kinda helpful and not at all as weak vs nurgle as people think. IME.

He's definitely one of the meatiest builds in the game once he can properly power up.
Perhaps not Ironfather Smashfether level barring considerable fortune; but enough to give pause to anyone on the receiving end and tough enough to survive just about anything thrown his way.
The lack of Eternal warrior is a bit of a downer but you have a 4++ save to negate some of that in case of AP2-1 S10 shots being flung at you.

Chaos Lord, Mark of Khorne, Axe of Blind Fury, 4++ save costs 135. Stick him with berzerkers in a land raider or a food horde.
Burning brand lord shooting out of a rhino is also ~135.
Tzeetch Terminator lord with default power weapon is also around 135.
The foot lords are affordable, once you start adding bikes and mounts they get expensive, and require more expensive escorts.

You need to remember you are putting all those points into 3 wounds, which dies pretty quickly no matter if you have a 2+/4++

I'm sitting here wondering exactly why you'd want the MoS though? Sure, it puts you to I6. You'll still strike after Eldar/Dark Eldar and at I5 you strike at the same time as other Marines/CSM/Tyranids and before IG/Orks/Tau/Necrons.
Maybe you just desperately want to strike before other Marines? But in that case surely being harder to kill (and immune to ID from S10 sources) would serve you better?
I'm just sitting here and thinking that unless there's an awful lot of SM/CSM in your local meta you don't really accomplish much making yourself I6. Especially when you consider that Eldar and Dark Eldar are very much doing the rounds at the moment in tournaments.
Also - what are you running as your second HQ? If the answer is nothing then get a generic cheap lord, stick him with a squad and give him the MoS instead. Really, bike Lords benefit much more from T6 than they do initiative.

Noise marines man. Str 8 blast, ignore cover, fearless, scoring, can be CC monsters can get FnP can get ap3 template. Troops son.
Fun game, find better troops. Maybe plague marines. Maybe. Otherwise I'd say they're the tits.

So, exactly what the MoN would unlock as troops for him? Or, as stated if his second HQ isn't anything in particular, second lord, have both. People love to harp the Noise Marines but really MoS just feels wasted on a Chaos Lord as it perhaps puts you situationally above Marines but still you fall behind Eldar and Dark Eldar.

If you're looking for damage output, the best loadout : Juggerlord, MoK, AoBF. Add fashionnable accessories to liking (SoC, MB...).
If you need to add a MoS lord, I find a bare bones MoS biker lord with the Brand is cheap and very much effective, hidden in bikers / spawns / raptors.
