Are they treated like a normal detachment that needs an HQ and troops or can they be taken as a solo troop choice for the Guard

what army can be fielded without an HQ, either as an ally or a primary?

you automatically lose points for using the trite gamer-isms: balanced, meta, Mat Ward, etc.

Imperial Knights do both - they don't have HQs just "Warlord" Knights and Knights......

For all purposes they work as an allied detachment, meaning that you still need to follow basic FOC from BRB to field them.

Although as far as I remember they are going to appear in the Astra Militarum codex as Elites, aren't they? That being said, you can go cheap way and ally them in with a regular, bare Commissar for 25pts as HQ that you can attach to your main detachment's unit as they're Battle Brothers with EVERY army of the Imperium!

you nominate one squad's sergeant to be the HQ.

There are two formations in the codex, an air cavalry one (4 valkiries) and a taurox based one (4 tauroxes). Both contain a full platoon with command and a commissar (if I remember correctly). These are dataslate like and can be taken without using the allies FOC.
