Does the entire base need to be off the board or just a 1/2 inch?

Just a millimetre, actually. Play it reasonable.

Think about this:

If a Model were falling back, would it fall back if half of the base was off the board edge?

(the Answer is yes)

So, a model leaves the combat airspace if a reasonable (say, 5mm or a centimeter, about a sixth of an inch) amount would be forced off the board.

and if the Hull is off the board at all the flyer will leave combat airspace. So 0.00000000000000...0001 inches off and it leaves combat airspace.
