with the new IG codex coming out I am pondering using some pykers for my foot guard
but I am wondering
the spells that say, while the power remains in effect,,,,does that mean it can be dispelled/denead the witched away in another turn?

With IG, the blessing you use on your own squad cannot be affected in any way by enemy psykers. The only exception that I can think of is Tyranids, who can make you test for the powers on lower leadership but they still can't do anything once you activate them.
If you are using a power that affects an enemy unit they can "deny the witch" to try to stop it from taking effect.
