I've never used anything other then the ML on top of my Chimeras, nor have I seen anyone else. Same shots at +1 str is worth far more than ap4 in my eyes. Some people may put forward suggestions for the HF as part of a Chimera rush Hellhound wannabe but I've never seen it.

I run my chimeras with multilaser turrets for the extra strength on the shots.
I have had some success with a hull heavy flamer though, it can be quite effective when you roll the chimera up to a large squad and just barbeque it.

I mix autocannons and multilasers.
Autocannons are only 5 points, and turn the chimera into a budget Predator basically.
The multilaser's extra shots are not to be discounted, however.

ML + HB...additional firewpower brings transported unit. For chimera, I would say to keep it cheap, keep it simple  But depends what do you plan to do with the unit

I prefer a HF over the HB. I think the versatility in clearing out objectives, possible counter assault and supporting disembarking veterans is worth a BS 3 HB.

I always go with the ML, but that's largely because I mostly play DE and MEQ. Against DE, your chimeras can serve a valuable role as a part of your anti-tank against those swarms of AV10 vehicles. Against marines, you have an okay chance to take some hull points off rhinos and since they're going to get to roll for their saves one way or the other, it's much nicer to wound on 2's than 3's against the troops themselves.

Currently dont possess the dex, trying to decide what to stick on my chimera turrets. Been told that the best weapon for HW teams is the bolter because BS3 is terribad with lascannons. May use autocannon parts on my chimera turrets since one is designed to carry plasma vets some extra S7 shooting will help against the light armor the squad is designed to kill. And hull heavy flamers to get rid of the occupants of that light armor.
First game is against the other IG player at our club, he said he would match my list but due to my limited model selection I don't want to give him too many points to play with (he is also the only one at our club with a knight).

My chimeras were glued from 5th ed's philosophy, so they're all multilaser and hull heavy flamer. Now, I'd think about going hull heavy bolter, but I'm not horribly bothered as the heavy flamer acts as a bit of a deterrent.
If I had the turrets and played with a group of people who were FW friendly, I'd probably go all autocannon.

The autocannon is not in the new IG/ AM codex as an option for the Chimera. It is still only in Forgeworld (so if your group allows forgeworld, you're dandy)

Yeah, you have to buy an entire imperial armor book. Also, there are some places, like tournaments, where you might not even be able to field it in that configuration.
As for the general question, it depends on how you view your chimera. If your chimera exists to get a unit from point A to point B by turn 3, then you're probably going to want to have a hull heavy flamer, as you're more likely to be closer to your opponent's stuff where you're more likely to get some decent flamer hits. If you view your chimera as a back-line defensive creeper then you're going to want to take a heavy bolter, as the heavy flamer is pretty unlikely to have targets, and there's a decent chance you won't be moving around in any given turn, so the snap fire downgrade to the hull weapon is less of a problem.
For top-side weapon, it still sort of depends on the role. I'd honestly consider a dual heavy flamer chimera if you're trying to go somewhere, but otherwise I'd probably stick with a 2x heavy bolter loadout. The multilaser has the +1S, but that's not quite as important in a world of hull points, and now you can focus fire, which means that Ap of the heavy bolter is going to be more useful.
The multilaser/heavy flamer setup isn't going to be exactly bad, but it's probably going to be better to pick a role and stick with it than to bring the more versatile version here.

Chimeras can take items for inq vehicle equipment list which has psybolt ammo.

I always used the Multilaser and hull mounted Heavy Flamer in 5th edition, and never saw a reason to change that setup in 6th. Blast away while you're driving up with the multilaser, then light up your baddies when you get to close quarters. There's just no other way to do it!

I can see an argument for 2x heavy flamer, now that a Techpriest Enginseer being attached to the squad inside can let you fire both when the chimera moves up 6".
That's actually pretty scary.
Plus, the techpriest brings a bit more to the squad in the form of durability, power axe/servo-arm, extra body, and (fwiw) repairs on a 5+, so it's a 40pts well spent imo

Heck, it might be worthwhile to bring a couple of multimelta servitors. You're already driving them into range after all.

Everyone else's servitors can. Or rather, everyone else has an IC that they can join to keep them from Mindlocking. Techmarines or Inquisitors, usually.
Don't have my codex at work, but why would the Enginseer be any different?

If you mix different codex servitors you can't get the whole unit on a single transport, and RAW the mind lock would still kick in as each codex's unit that handles the mind lock is a different thing. That said inquisition servitors are the best due to more cheaper plasma and the ability to mix in other stuff.

I have always used 2 heavy bolters on my Chimeras when I used to own many.
I played a lot of Xeno races (this is starting to change lately though) so I found it far more useful. It also made rolling the teeniest bit easier.
