Is it possible to buy licence to use G.U.R.P.S. system in my own game (commercial or not commercial)?
If I will just take system and represent it like my own, it will be stealing. Of course, Steve Jackson will not bother about it, but players will.
And if I will write "GURPS" in system description, it will be even worse, illegal using of trademark / IP

I don't think it'll work. On a side note, some entertaining trivia. Did you know FALLOUT was originally planned to use the GURPS rules? They couldn't get it so instead threw in the S.P.E.C.I.A.L. system instead.

I was merely jesting about a humerous thing I know about GURPS and FALLOUT. Historically, it wanted to use GURPS rules. It was a game specifically planned to be a game that was planned to be an isometric post-post-apocalyptic game. The inspiration was a tabletop RPG like GURPS in game form. They wanted to use the GURPS system for their game but could never get the rights to it (if memory serves me) and so hastily developed the S.P.E.C.I.A.L. system to make up for not having GURPS in their game. Arguably why it was always imbalanced.
As for you, it'd probably be a bad idea if it is made in a serious fashion where you will sell it. Unless you get explicit rights that is. (also good pick for rules that your own system often ends up being similar to)

You would have to see if they'd license the GURPS system out to you.
They own the system, you are merely putting your skin on it.
That's for commercial use though. If you're simply playing at home with buddies and your world/game uses the GURPS system, then no licensing needed. In that case it'd be no different than playing a DnD game in a world of your creation.

OP, you might want to take a look at this: http://www.sjgames.com/general/online_policy.html Generally, copyright (in the US) cannot protect the rules of a game (i.e., how a game is played) BUT it does protect the text of the rules. So you cannot just copy/paste rules text. I would suspect this could get tricky. For example, is it okay to reference the particular key words and phrases of copyrighted rules text? You could always retain a lawyer to answer such questions, but you could also (1) have a clear idea about what exactly you want to use from the Steve Jackson Games IP and (2) contact their licensing director.
