Yes, as successor chapters.

A chapter can use any chapter tactics, if your opponent lets you. It's not that only Ultramarines can use the UM tactics, as there are more chapters than there are tactics. It works the other way around too, if you ask.

feth that. why do I need my opponents permission to use iron hand tactics with my salamanders? It's not wargear, and even if it was wargear, WYSIWYG is not a rule in 40k.

Nope, the Ultramarines have countless successor chapters that could have any paint scheme you can think of and still use the upside-down omega logo.

Also worth noting that the gold trim is not the whole chapter, just the second company. Red, Green, and Black are the trim colors of the 3-5th companies. There are more in the reserves, but you see them a lot less.

You paid for them. They are yours. You do what you want with them. Hell someone even painted them as Hello Kitty so, Do as you want with them.

Colours don't matter, you can paint your army however you like and use whatever rules you like. For example you could play Blood Angels rules with Raven Guard miniatures, or Space Wolf rules with Chaos Marine minis.

The only time it might be an issue is if it becomes inconsistent and confusing. Like you start running loads of weird proxies and your opponent can't keep track of what is supposed to be what.

With regards to fluff... Different coloured Ultramarines (literally) is a little weird. As others have mentioned a successor chapter might be more thematic. However it's not impossible. You could easily just say that the different colour is being worn as a campaign badge.
