Okay, I'll start from top to bottom.
Pask is great...but not with the tanks you have. Pask's bonuses are best applied to two tank he can ride in; the Vanquisher or the Punisher. Both benefit greatly from his BS4, and the Punisher makes out like a Bandit with Rending to boot. His squadron mates should also be picked to maximize his Preferred Enemy bonus. Executioners are an excellent bet because you can re-roll the gets hot from the cannon and/or sponsons. Vanquishers would work well here too, as would more Punishers, and lastly, the Exterminators. The Eradicators are decent options for a squadron mate purely based on their cheapness, but the other tanks benefit more from PE he gives out.
The vanilla russ and demolisher should probably just stay home with this book. Ordnance tanks aren't ideal, and the Battle cannon isn't as good as a gun as other options, while the demolisher got more expensive and looks less appealing as a consequence.
As for hull guns and sponsons; pick a role and stay with it. Eradicators, for example, should only be shooting at hordes/people in cover. Why would you want a lascannon? Use the hull heavy bolter and heavy bolter sponsons to help deal with hordes. Punisher would be the same thing. Executioner makes sense to run plasma cannons and lascannon for AP2 high strength death. Exterminators can work well with either all heavy bolters, or running a tank hunter mix of lascannon and multi-melta sponsons. Vanquishers should always have a lascannon, and maybe MM sponsons.
If you're running foot guard, the general assumption is that they'll blobbed up. This is a good thing for psychic powers and orders. That being the case, each blob of 20 or 30 guys needs a character to keep them from running. Use either a Commissar or a Priest. The Priest is good for his fearless and war hymns, but doesn't boost the squad's leadership. The Commissar grants Ld9, Stubborn, and can execute a dude to pass a Ld test. Both have their purposes, though I'd lean towards the Priest if you don't know any better.
The squads themselves don't need the Vox. Largely still a waste of points, of which you've wasted 30pts. Those 30pts can go towards buying a Lascannon for each of your PCS. Personally, I like to run my Infantry Squads with a special weapon too, but they're fine with just the heavies to sit back and shoot lascannons all day.
I'm not a fan of Hellhounds in this book. I think they're too expensive for what they offer, considering the Eradicator does the same job for less points on a more durable hull with greater range and sponsons. Feel free to keep them, as they're also not terrible, but I'd rather bring a Vendetta or just more Russes.
Change your squadron of Vanilla Russes to literally any other type of Russ and you'll be better off. Need anti-tank? Vanquishers with Lascannons. Need anti-horde? Punishers. Find a role you need filled in your list, and make this squadron fill that role.
Jury's still out for me on the Wyvern, but it can't be a bad investment for 130pts.
Hydra isn't great in this book, but I guess you have nothing else to deal with flyers.

Okay, I had alot more to say before reading blacksails' response. He already covered the bit about deciding what the tanks will be doing.
I'd like to take a second to point out that ordenance weapons will scatter 66% of the time, and on average, they'll go 7 inches, meaning more often than not, the initial shell will miss entirely. If you've got a battery, it is likely that either #2, or #3 will hit, allowing you to cover the original target.
Stop for a minute and think how many points were spent to generate those wounds.
Tanks aside, I'd be concerned about the number of scoring units. Guardsmen aren't very mobile, so if there's an objective to be had, they'll be running to get there all game.
For that matter, many opponents will have units that are only equipped to deal with infantry; these units will, naturally, shoot your guardsmen, and in my experience guard don't deal well with that.

Hey znelson, Battle Cannon aren't barrage weapons, so each Russ fires separately and subtracts BS from the scatter result.
It's around a 52% chance that the shot will hit or scatter up to 2" still hitting the original target model.

Blacksails was right about the tanks. as for hellhounds i still like them. they are more reliable.(no scatter) and much more mobile. you can place your template to snipe models.
If youre using an eradicator, and not using executioners that need the PE consider dropping pask all together and save the 40 pts.
A quad gun beats a single hydra for me any day.
You do need more troops, plain and simple.
he wyvrens are great, they will deal with tons of infantry from out of LoS. Everything you have is really anti infantry except the lascannons. Hellhounds, battle cannons, eradicators, wyvren. you need to mix it up a little.
