OK, I have 1750 points (of DKOK that I use as reg Guard). I have 2 DHTs that'd make it a 2k list. But (if my reg gaming group doesn't allow it), how can I "justify" it? I have the IA that contains the info, can I just "attach" it to my army? It is a heavy, and has normal armor like a russ....nothing outrageous.....

This isn't a rules question. If your gaming group won't have it you won't get to use it. No amount of justification will save you from that.

Well, it kinda is.... Where is there a rule that I can, or can not, use an Imperial Guard Destroyer in my Imperial Guard list? It is a FW model (and that right there sets folks off), but the info is in IA that it is a guard tank for a guard army and a heavy choice of 1-3... Sooooo.....

There is no rule preventing you from using it. There is also no rule preventing people from refusing to play against it.
If your group allows FW and has no problem with using the units you'll be fine.
If, on the other hand they do not like it then you will either need to find a new place to play or not use them.

Forgeworld is technically part of 40k. If your gaming group won't have it you should stop trying. You also don't need so many dots. Your comment doesn't omit more by having more dots in an ellipses.

The closest Justification you are going to get is IA1, Second edition pages 7, and 52.
But remember that Page 7 even tells you that while the unit in question is intended to be used with normal 40k, you should make sure your opponents are ok with it.
