Hey guys I decided I'm going to start a 30k army, and I chose the XIII legion as my army. Problem is I'm not sure of what book to look for when/if FW decides to give them rules.

That's the 13th correct? I believe that was Ultramarines. I don't think they have an official list yet, though I suppose you could use another list until they do. I don't have any of the HH Supplements.
Actually, I think this might be what you're looking for: http://www.forgeworld.co.uk/New_Stuff/THE_HORUS_HERESY_LEGIONES_ASTARTES:_CRUSADE_ARMY_LIST.html

So the best thing I could do in this case is 'proxy' my Ultramarines until Calth gets a book?
Wonder if anyone else is gonna play UM's also?

Possibly, but the book I linked does say that "it can also be used as a basis to build a Great crusade army list for any of the Space Marine Legions."
So there is that. And there are lots of 40k Ultramarine armies, so I would assume someone else would like a HH:UM list.

No need to Proxy anything. You can use the army list In this Book as-is. This list is good for all of the legions. You just don't have any Ultramarine Specific characters and units yet. However, you will be getting your own units and stuff when the Calth book(s) come out.

Any guesses on what legion special rules they would have?

They don't have any special rules yet, but when they get there own list I expect a mix of 5th edition combat tactics and 6th the 6th UM chapter tactics.
Or something.

I'd save up and wait... it will be here soon enough.

The core units of most of the legions are the same and also very costly, so starting now you can easily build up your legion and just wait for the new books to come out in order to pickup your legion traits. Legion Tacticals are a great choice for example that will work well for any legion.

True, but they've been releasing legion specific torsos and pads with each new book... I'd hate to miss out on those

Just got done reviewing how the UM's deploy, and I imagine a UM legion list would look very similar to chapter list. In that they wouldn't contain anything fancy, or flashy, just tried and true units that get the job done
So my list should include
Commander
A couple tactical squads
Some assault squads
Devastator squads
Possibly some terminators
And I'll use vehicles with the points I have left.
How does this sound?
