Bethesda developed Fallout 3, Obsidian, the guys who originally made the Fallout series, made New Vegas.

Well like I've said Obsidian were only given a year to make New Vegas, so they had to cut out quite a bit, including a companion that rationalised Caesar's Legion and well, at least gave them a bit more exposition other than "the evil empire" (though that's hardly an excuse). Raul is pro-Legion actually, he just doesn't talk about them much. His opinion is that the Southern American Commonwealths were much worse off than California was, but the Legion came in and established some order to the place. People may be under their thumb and their harsh and bigoted laws, but to them that's better than having to fend off Raiders and mutants every day, and at least now they're able to more than just scrape by. To players though it come across as a straight choice between democracy and fascism, which to most isn't really a choice at all. Then again people seem to debate why House is a logical leader for New Vegas, despite him being one of the guys that made the world the way it is, so I guess its possible for people to ignore the odd bit of "massive fethheadedness" and just focus on the benefits. Still, its a bit difficult for players to support the Legion because other than their other failings, the players themselves may feel persecuted by that faction.

Edit:

And just to point out, but the Legion are a roving army. The actual settlements in Legion territory follow a very loose version of its laws. Not to say its correct, but racism, sexism and well just persecution of those that are different aren't things that've been socially unacceptable for too long in the real world. The games are based on society from the 50s, when as a whole Americans were fine with women spending all their time at the home and black people riding in the back of the bus. So, for the people in the game, a faction following those ignorant ideas aren't as disagreeable as they would be today.

Nazis rationalized what they did. Doesn't make them good, likable people. Terrorists rationalize what they do, as do the KKK and other such violent, tyrannical groups. In fact, it's rare that a tyrant DOESN'T rationalize what they do, justifying everything in some way or other.

As for your argument, quite a few villages in the NV setting did not like the Legion at all.

The people in the past who convinced themselves to do unspeakable things were no less human than you or I. They made their decisions; the only thing that prevents history from repeating itself is making different ones.

I'd pick Metro 2033, because I think the US is mostly OK.

I didn't get that, but I assume it's from the pictures the guy had been collecting?

Nah, the rest of the world is in the same state as Russia. In the expanded universe novels (which are canon) there's a number of stories set around Europe that pretty much show that the rest of the world was hit just as bad as Moscow. The US in particular as well as countries in the middle east (the war started over a conflict in Israel IRC) would've taken the brunt of the war, however the difference is that Moscow had a massive bunker, whilst I have no idea if the subways of the US are sunk deep enough to survive a nuclear attack. That's not to say there are places that too badly off, I mean there's Polar Dawn which is a fairly prosperous settle with its own nuclear reactor and military force, but as a whole nowhere's really too pleasant.

Well, maybe Australia.

Oh man, I didn't know that.

Sigh... I guess I'd pick Borderlands, but all of these settings are so... apocalypt-y.

Pick Shadowrun then. At least in Shadowrun it's possible to live in an air conditioned environment.

Soon.... soon there will be.

To be fair, Fallout isn't quite as post apocalyptic as much as post post apoc and Borderlands isn't quite what I'd call apoc.

But this argument sells Shadowrun for me. I live in a hot and humid state despite loving the cold. AIR CONDITIONING LIVE!

Yeah. They only had two games, but both of them rocked.

I'd love to see a relaunch fo the first, using a slightly revamped mechanics (perhaps something closer to Total Annihiation's "flow" economy basd on how many oil rigs you can set up?).
