When you try and justify T7 for Magnus, you dilute the specialty of the 'tough' primarchs. So far, we only have three who have T7, and it will likely remain that way. Those three primarchs are T7 for reasons above and beyond being a little bigger than the other primarchs. Its a part of their character, their defining feature, both fluff and crunch wise.

Leave Magnus to be what he is; a psyker. Don't make him in to something crunch wise that steps on the toes of other primarchs.

S7, T6 is perfectly fine, and indeed, I'd even argue S6, but I won't get into that debate. And give him WS6, he is a primarch afterall.

A Primarch he may be, but his one eye kinda makes it hard to both shoot and attack in close combat. Granted he should be strength 7, but his BS should be no higher then a 3 and his WS no higher then a 4 maybe a 5
