Subject: Exalted Flamer of Tzeentch (new Herald for Chaos Daemons, per FAQ)

The new FAQs (May 27th) gave Daemons a new fellow: the Exalted Flamer of Tzeentch.
He counts as one Herald, but has no upgrades in his profile.
Should we treat him as a Herald in all aspects (using the normal Herald of Tzeentch upgrade list) or is he exactly what's in the image? Without access to a Chariot/Jetbike, he's pretty useless (both weapons are Heavy)

You do realize that's just an unmounted version of the Exalted Flamer from the Burning Chariot. If you want the option to mount him on a chariot, you use the Burning Chariot of Tzeentch army list entry. This also means that he would be a Heavy Support option and not an HQ.

There is absolutely no reason to take the Exalted Flamer Herald.
In order to function as he should, he needs Relentless and Unit type Jump Infantry. This would allow him to lead a squad of Flamers. As is, he can't move if he wants to shoot. Pretty lame.
Fortunately, the Chariot version of him looks like it works pretty well.
