Hive Moscow

Each time a unit (or model) is targeted by an enemy psychic power and is within 12" of a friendly model with a psychic hood, the wearer of the hood can attempt to Deny the Witch in their stead, as if he were in the target unit.

The target unit contains one or more models with - Modifier
The Psyker, Psychic Pilot or Brotherhood of Psykers/Sorcerers special rule - +1
A Mastery Level higher than the Psyker manifesting the power - +1
The Adamantium Will special rule - +1

All models on the same side are friendly models. Models controlled by the opposing side are enemy models. If an opponent takes control of one of your models or units during play, it becomes an enemy model or unit for as long as it is under your opponent’s command. If you take control of one of your opponent’s models or units, it is friendly for as long as it is under your command.

If none of your units were the target of the enemy’s psychic power (the power in question might have psychic power (the power in question might have been a blessing, a conjuration, or some other power that only affects the Psyker’s own troops) you can still attempt to Deny the Witch. To do so, follow the same process, but apply no modifiers to your dice rolls – you will require rolls of 6 to nullify Warp Charge points.

No. In order for psychic hood to trigger, the spell needs to target a friendly model. If you are controlling the enemies unit, then it is an enemy model for him, thus he wouldn't be able to cast a blessing on it so Psychic Hood would never enter into it. If he is casting a blessing on a unit of yours that he is temporarily controling, you do not get Psychic Hood a DtW roll because it is no longer a friendly unit to you.

Thus there is no case, where a model can be a friendly target to both you and your opponent (for him to cast a blessing, and you to then deny using the hood)

I think this is the part that you want to pay attention to, if none of your units was targetted then you cannot apply modifiers

(“ you can still attempt to Deny the Witch. To do so, follow the same process, but apply no modifiers to your dice rolls”)

That's not in the rules.

Rules written for those who have in roster the Psychic hood.

I would have no problem with the psychic hood wearer making the DtW roll against a blessing, but due to the wording there would be no benefit from this, as all modifiers (+1 on rolls, for instance) are negated when rolling to DtW against an enemy blessing. Thus it would require straight 6+ as normal.

1) because it is one sentence the target must be an enemy to the psyker casting the psychic power AND the target must be with in 12 inches of a friendly model with a psychic hood. A blessing does not target a enemy of the psyker and the target of a blessing is not a friendly to a model with a psychic hood on the opponents team.

2) The wearer of the hood can attempt to DtW in their stead; meaning instead of them. The target of a blessing can not attempt a DtW.

1) There's no mention of such. Target don't must be an emeny. No such triger. Rule says otherwise.

2) Where advanced rules apply to a specific model, they always override any contradicting basic rules.

"In their stead"

The unit being targeted by the blessing cannot make a DTW attempt, so you are NOT able to make one "in their stead".
