Since having the Skyfire rule forces you to take snap shots to shoot at ground targets, and the mortis dread gains skyfire and interceptor if it doesn't move, does this mean I have to declare each movement phase that I moved my dread each turn to NOT use the skyfire rules?

We've talked it over in my group and currently yes that seems to be the only way to shoot ground targets properly. Essentially when it comes to your movement phase you make a decision, if you want to shoot ground targets accurately you need to move atleast an inch. If you intend to shoot the air stay stationary.

The interceptor rule only works in a beneficial way if you have the first player turn anyway.
