Yes. Azzy cannot buy either Terminator nor bikes, so he's stuck with Greenwing CS.

Unless GW changed ic rules why cant he ride with some termis in a land raider or walk with the ravenwing??

The DA codex has specific equirements on what type of command squad you can unlock based on whetehr you are in PA, termie armour or on a bike. If you had an HQ on a bike he could walk with a RW command squad, for example

With the rule of feilding him would make RW and DW troops I would not have a problem with this argument.
