The new Marine codex allows models with power armor to carry storm shields. There are several entries, including the Captain, Chapter Master, Command Squad and Vanguard Veterans entries, where models in power armor may purchase Storm Shields.

The Librarian HQ entry states "A Librarian in power armour may take items from the Ranged Weapons, Special Issue Wargear and/or Chapter Relics lists." Storm shields are listed under "Special Issue Wargear." However, on the "Space Marine Wargear" list, storm shields only appear with a point cost under the "Terminator Armor" entry. So, Librarians in power armor may use storm shields, but GW has not assigned a points cost.

IMO, the quick solution would be to use the points costs assigned to other HQ units that wear power armor and can carry storm shields ... it would cost 15 points to give my Librarian a storm shield. The long-term solution would be for GW to errata the storm shield entry.

In my copy of the codex, storm shields are not listed as special issue wargear in the 'Space Marines Wargear List', so unless the entry gives the option and points for a storm shield in power armor, you cannot take one.

The old Codex allowed the same models to carry storm shields.
Librarians in Power armour aren't meant to get them, that's it.

This is correct!

Which is a nice piece of war gear. Wish I could give it to tiggy though
