I have 200 pts to use to run a sorcerer and it have no idea what the best way to run them is I am looking for tactics and different load outs for him so he could preferably at least hold his own in close combat(not expecting close combat monster) no data sheets or supplements except for black legion and I was wondering if the artifact that was a book that let him learn one new power each turn is worth taking

The Scrolls of Magnus? ABSOLUTELY NOT. That is a death sentence since you automatically take a wound when you generate that power.
My sorcerer is 250 points, but perhaps it can give you an idea of how you can run a sorcerer. Granted, I don't think many will agree with this allocation of points, however I love the guy and he's served me well.
Chaos Sorcerer ML3, Mark of Tzeentch, Burning Brand of Skalathrax, Disc of Tzeentch, Spell Familiar.
I call this guy my "Mini-Heldrake" and in some ways he is worse, especially with psychic focus now (which I am DEFINITELY going all Tzeentch on this one and letting another Psyker handle the biomancy and such).
Effectively, I can do pretty much whatever I want with him. The Baleflamer will eat MEQs. If there is a vehicle I need to pop, I can use Doombolt. If I'm bored or feel like I need a boost, Boon of Mutation (at great risk). And now I can Flicker FIre when nothing else looks appealing.
The real catch though is in the defenses. Spell Familiar is mandatory, otherwise thats 200 (250) points down the drain. The Mark of Tzeentch in combination with Sigil of Corruption ensures you never lose your 3+/3++. With the Disc of Tzeentch, you cheat Nurgle with the Armoured Steed rule and give your sorcerer the extra +1T that MoN would've confered otherwise. So with this build, it's like getting two marks for the price of one, and you're a jet bike.
Now, in my army, I don't have anything fast enough to keep up with him, so he really does kinda go rogue quiet a bit. More times than not, he shows up right before my cultists do to soften up the enemy and perhaps lure them out of position, effectively making him one of my best harassers on the board.
Like I said though, there are probably a good many people who could do better than this. This just happens to be my little cheat.
He's a mini-Heldrake!
Oh, and don't forget that with high mastery level psykers, you're chances of DtW go up 2 fold.

I like to go a bit cheaper with mine. I recently ran two Sorcerers with ML3 on a Bike with a Spell Familier and Aura of Dark Glory(5++). Comes to something like 160,165 and it does the job. I put the two of them in a 7 man Nurse Biker squad and had one roll exclusively Biomancy and one Telepathy though you can mix and match between the two.
You end up with a majority T6 squad which can potentially have Fnp(4+), Eternal Warrior and can only be hit by Snapshots/6's.
The only issue is the bikers don't exactly have a massive amount of killing potential but with the right rolls at least one Sorcerer can become a monster.

-cough-Sigil of Corruption-cough- Not gonna get the 3++ with MoTz, but still. 4++ is better than 5++ and you're paying maybe 10 pts more?

Chaos Sorcerer w/ Spell Familiar, with ( Crimson Slaughter) Prophet of the Voices. Level 3.

Accompanying Terminators w/ Icon of Excess. Ignore perils with Feel no Pain.
Take the chance and try and get Vortex, Sanctuary, or Hammerhand, Gate of Infinity. Spell Familiar reduces the casting cost chance by 1 warp charge so if you want to definitively cast a LeveL 1 use to Warp Charge rerolling instead of 3.

My Chaos Sorcerer is 160 pts.
Terminator Armour, ML 3, the Balestar of Mannon. Durable with 2+/5++ saves and gets to know 4 Divination powers. Can re-roll failed spells. Walks around the map and buffs my units.
I've recently ordered a bunch of Oblits as his retinue. Ignores Cover on Plasma Cannons, anyone?

My sorceror is 200 points.
Mastery 3, jump pack sigil of corruption, force axe spell familiar.
He also has the daemon heart from the crimson slaughter supplement.
He hops along with spawn, rolls on telepathy and hopes to throw out shrouding, invisibility and psychic shrieks with low dice numbers thanks to his re-roll. He is pretty solid in combat, and he gets it will not die so a chance to get back wounds lost with perils. Automatically Appended Next Post: Swap the spell familiar for the balestar if divination is more your bag, marks are also fine.
Dont be afraid to roll up some Sanctic or malific daemonology, a lot of the powers are mastery 1 so you have a 75% of success with 1 die and no chance of perils.

Maybe I've said this already, but I'll say it again just to make sure:
Problem with the Crimson Slaughter artefacts that give you Divination is that you lose your ability to DtW on a better role. So you are playing offense v. defense at this point.
What is it exactly you want your sorcerer to do? I would build from there.
That said...you know.....expensive Tzeentch Sorcerer on Disc, yo. Biggest cheat I've found, even though it's pretty expensive.
And why are people taking Force Ax's? You hit on I 1, and with Force you should be getting Instant Death. Is it to ignore the armor save?
Seriously, I've learned that initiative is important, and doubly so for Sorcerers that have to worry about getting into combat. Best to just keep the Force Sword and make MEQ's hate you while you blow apart the Armor 2's with psychic abilities, impo.

2+ armour is common enough, and +1to strength is worth it. Anything thats going to kill you (particular with a 2+ 4++) will kill you regardless of having initiative 4 or not.

With everything being scoring now the Tzeentch sorc on a disc got a HUGE boost. However, you need to remember he still only has 2 wounds unfortunately, so he's not really that durable. However, sorcs do a great job of swooping in and crushing an enemy's line late game when they are weakened.
As far as what force weapon to use, I pretty much always use either the axe or the staff. S4 just doesn't cut it.
My favorite sorc build in the past has been : Bike, familiar, ML3, axe, with the sigil optional (depending on if you're putting him in a durable spawn unit or not) and unmarked.
However, in 7th I would say that along the lines of what TheRedWingArmada would work very well (although I wouldn't spend 250 points on a sorc ever), I would do: disc, sigil, MoT, familiar, ML3, with either an axe or staff.

I forgot to mention that this lord is for a narritive and the numbers arnt final but it sounds like it's 200pts for HQ and 200 for troops or any other slot you want I'm playing with another necron player against turtle guard and drop pod space marines
